"Democrats shifted the balance of power on Capitol Hill Tuesday night, capturing control of the U.S. House of Representatives and gaining ground in the Senate," declared the conservative Fox News channel -- the first network to call the presidency for Bush in 2000. Fox was behind CNN and NBC in calling the House for Democrats.
Two Senate seats remain in the balance: Virginia and Montana. Democrats currently lead in both races.
Incumbent Conrad Burns is currently trailing in the Montana count. If Burns loses, all eyes turn to a likely recount in Virginia, where Democrat Jim Webb leads by under 10,000 votes.
